Amusement Rides

  • The Amusements Act, R.S.M. 2987, c. A70 - The Office of the Fire Commissioner conducts inspections of amusement rides under the authority of The Amusements Act, R.S.M. 2987, c. A70 and its regulations. The Amusements Act has application only to amusement rides used “by the public”. The public are therefore advised that the Office of the Fire Commissioner does not inspect devices which are used in private facilities or clubs, such as privately owned high performance race karts or other similar devices used for racing, for example. Construction Heaters

Under The Gas and Oil Burner Act and Regulation, permits are required to operate and connect a natural gas, propane, or an oil supply line to a construction heater. Read Revised Bulletin December 11, 2018 OFC ITS 14-005 & Construction Heater Checklist

Electrical Program

  • The Office of the Fire Commissioner (OFC) issues different electrician licences based on The Electricians’ Licence Act and The Electricians Licensing Regulation. This includes journeyperson licences and limited specialized trade licences. Read OFC 18 – 002
  • Recognized Certification and Inspection Bodies for Electrical Equipment, The Province of Manitoba recognizes a number of Certification Bodies (CBs) and Inspection Bodies (IBs) to provide certification, field approval, and special acceptance services for electrical equipment in accordance with The Electricians’ License Act and Regulation. Gas and Oil Program

  • The review and appeal process for Gas and Oil Inspection Orders has recently changed.  Please see OFC 18 – 008 for more information.
  • Recognized Certification and Inspection Bodies for Gas and Oil Burning Equipment; Date Issued: January 7, 2019 OFC - ITS 19-001. The Province of Manitoba recognizes a number of Certification Bodies (CBs) and Inspection Bodies (IBs) to provide certification and field approval services for gas and oil burning equipment in accordance with codes and standards adopted under
    The Gas and Oil Burner Regulation.
  • Construction Heaters - Under The Gas and Oil Burner Act and Regulation, permits are required to operate and connect a natural gas, propane, or an oil supply line to a construction heater. Read Revised Bulletin December 11, 2018 OFC ITS 14-005 & Construction Heater Checklist
  • The Variance Program offered by the Inspection and Technical Services (ITS) section of the Office of the Fire Commissioner (OFC) provides for the approval of gas and oil burning equipment regulated by ITS, which does not exactly meet the requirements of the governing regulations or referenced codes and standards. Read OFC 18-009.
  • Gas and Oil Burning Equipment - The Field Approval program offered by Inspection and Technical Services (ITS), a section of the Office of the Fire Commissioner (OFC), provides approval of gas and oil burning appliances, equipment and components which are custom-made, one of a kind, built on site or in limited numbers, not conducive to certification by designated certification organizations. Associated fees have recently been updated. See OFC ITSM 18-004 which replaces OFC ITSM 14-002, for more information.
  • The Canadian Standards Association B149 Series-15 (Gas Code) will come into effect in Manitoba (MB) on October 1, 2018. This code has been adopted with minor amendments. see OFC 18-007 for more information.
  • The Canadian Standards Association B139 Series -15 - Installation Code for Oil - burning Equipment (Oil Code) will come into effect in Manitoba (MB) on October 1, 2018. This code has been adopted without any amendments. Please see OFC 18-005 for more information.
  • A reference guide entitled “Gas Equipment Bulletins”, including updated versions of some previously issued Gas Notices, is now available to assist Manitoba gas fitters within the Province. The bulletins provide guidance on CSA B149 Gas Installation Code requirements and are meant to serve as explanatory documents to help interpret code and provide guidance. These bulletins do not, in any way, amend or replace code. View document (pdf).
  • Gas Burning Equipment - Viega MegaPress System - Press-connect Fittings for Natural and Propane Gas Systems. This bulletin is to clarify the use of Viega MegaPressG press-connect fittings with respect to CSA B149.1-10 Clauses 6.9.1 and 6.15.2 (Read Safety Bulletin OFC ITSM 15 - 001)
  • The Gas Burning Equipment - Special Acceptance/Field Approval program offered by the ITSM provides for the approval of gas burning appliances, equipment and components which are custom-made, one of a kind, built on site (Read Safety Bulletin OFC ITSM 14 - 004 issued August 25, 2014)

Grain Dryer

  • A reference guide entitled Installing Your Grain Dryer: Information for Agricultural Producers, developed by the Office of the Fire Commissioner (OFC) in consultation with Manitoba Hydro and other stakeholders, is now available to assist agricultural producers in getting their grain drying equipment installed and ready for operation. The reference guide provides information on both the gas (natural gas or propane) and electrical requirements for grain dryers in Manitoba. View document (pdf)

Mobile Food Trucks

  • A reference guide entitled Guideline for Mobile Food Trucks in Manitoba has been created with Manitoba Health and the City of Winnipeg to assist mobile food truck owners navigate the system for getting their trucks permitted. In Manitoba, the Office of the Fire Commissioner (the OFC) inspects installations of gas burning equipment (which use natural gas or propane as its fuel source) and electrical equipment installed in mobile food trucks.  These inspections are conducted under the authorities of The Gas and Oil Burner Act, The Electricians’ Licence Act and corresponding Regulations. Power Engineer

  • Amendments to the Power Engineers Regulation M.R. 40/92 - The purpose of the recent amendments to the Power Engineers Regulation M.R. 40/92 were to address provisions respecting qualification requirements for power engineer certificates (OFC ITSM 15 - 0003)

Steam and Pressure Plants

  • The Office of the Fire Commissioner, in cooperation with the BC Safety Authority, the Alberta Boilers Safety Association, and the Technical Safety Authority of Saskatchewan, has developed a document outlining harmonized requirements for historical boilers across western Canada.   • Exemption from Registration Requirements for Categories A, B, C and G Category Fittings - In an effort to better align Manitoba’s requirements for pressure piping components and pressure relief valves with other provincial authorities, effective April 1, 2017, Category A, B, C and G fittings meeting the requirements in this bulletin will no longer require registration with Inspections and Technical Services.
